The thrusts of quality and excellence, access and equity, relevance and responsiveness, and efficiency and effectiveness are perceived as emphasis on the production of new knowledge and the use of the generated ideas and information to elevate the quality of education and the quality of graduates expected to contribute to the attainment of the development goals of the country.
